The pair only have minor injuries and were left at home for the trip to the Ukraine in the hope that they would be fit enough to face West Ham.
However, neither has recovered sufficiently to play in the game. Both should be fit to return in the near future.
The Blues will also be without long-term injury absence Thibaut Courtois, who is likely to be missing until early December, while Branislav Ivanovic is expected to be back by the end of the month.
Eden Hazard was dropped for the win against Aston Villa last weekend but played as Chelsea drew 0-0 with Dynamo Kiev in the Champions League.
Mourinho said he is not yet sure whether Hazard will play against West Ham.
"I don't know (if Hazard will start)," said Mourinho.
"He played the last match and played for 90 minutes and he was part of the compact team that kept that clean sheet.
"I'm happy with his contribution against Dynamo and that's it."
