Aluko has not added to her 102 England caps since accusing former boss Mark Sampson of racism and bullying which has led to a scandal engulfing the Football Association and Sampson's eventual sacking for actions in a previous role.
On Wednesday barrister Katharine Newton's independent final report concluded that Sampson had made remarks to Aluko and team-mate Drew Spence that were "discriminatory on the grounds of race" with Aluko and FA chiefs Greg Clarke, Martin Glenn and Dan Ashworth proceeding to give evidence to the Digital, Culture, Media and Sport committee in Westminster.
Ahead of Friday's friendly with France Marley has retained the same 24-strong squad that was used in Sampson's last game in charge but asked if she would pick Aluko going forward she had no hesitation.
"While I'm the manager, 100 per cent," she told Sky Sports. "I've only been in post 10 days, and in those 10 days we've had all the talent reporters out assessing the players available to be selected for England and that's not just one player in isolation, it's everybody.
"It's for me to find the players in form, playing well, and help us qualify for the World Cup and go from number three in the world to number one."
Marley has applied to replace Sampson as manager on a permanent basis and intends to use the coming weeks as an opportunity to get a feel for the role.
"After this short term part I'll get a feel for if it works for me permanently," she added. "I do think my strength has been player development over the years, which is very different, so we'll see how it goes. I'm blessed, privileged, I've got an opportunity to get short-term practice at the role. At the end it's a question of am I the right candidate.
"It's not whether I want it or whether I would do it, it's important that England appoint the right manager to help the team be number one in the world."
