The 30-year-old Manchester United forward has endured a torrid season domestically but helped his country secure a 100% record in their Uefa European Championship qualifying campaign.
Members of the England Supporters Club were asked to vote for their favourite player of the 2015 calendar year, of which Rooney received 37%.
The former Everton striker broke Sir Bobby Charlton’s England goalscoring record during the 2-0 victory against Switzerland in September.
Meanwhile, Stoke City goalkeeper Jack Butland was voted as Under-21 Player of the Year - with 54% of the vote - while United midfielder Jesse Lingard and Southampton’s James Ward-Prowse both picked up 15%.
Harry Kane missed out to Rooney for the senior award with 30% while Joe Hart came third in the rankings with 19%.
