The Borussia Dortmund winger has endured an up and down season in Germany with suggestions that transfer speculation linking him with a move to Manchester United last year played some part in that.
Injury ruled him out of the most recent squad for the World Cup qualifiers against San Marino, Albania and Poland, but he has been a key figure in Gareth Southgate's plans of late.
Despite that former Liverpool and England defender Carragher doesn't believe he has seen enough from him on the international stage to warrant a place in the final 23 for this summer’s tournament.
"Jadon Sancho is playing at a really high level and his numbers are off the scale with Borussia Dortmund," he said on Sky Sports' Monday Night Football.

"I've just never been fully convinced in an England shirt yet and, with the emergence of Phil Foden and Jack Grealish as part of the front three, someone had to miss out."
Bukayo Saka is another to miss out in the selection with the in-form Arsenal player's versatility working against him in Carragher's mind.
"Saka, I wanted him to be in it," he added. "He can play so many positions and that in some people's eyes might be a strength. But for me it was almost a weakness.
"At first I had him in ahead of [Ben] Chilwell but I was thinking, if Luke Shaw got injured in the first game, would you really want Saka, who sometimes plays on the right wing, as the left-back in a back four? I looked at that and I think I went with the safe option."
