Hodgson was criticised for his decision to leave out Danny Drinkwater, the Leicester City midfielder, instead of Jack Wilshere but the injury-plagued Arsenal man only makes the bench for tonight’s match at Wembley.
Tottenham Hotspur duo Dele Alli and Erik Dier start in midfield alongside James Milner while Rooney is expected to sit behind Kane and Vardy at the forefront of a diamond formation.
Kyle Walker and Danny Rose, also heralding from White Hart Lane, feature on either side of Gary Cahil and Chris Smalling in defence.
The England coaching team had hoped Cristiano Ronaldo would play this evening in London to help them prepare for facing Gareth Bale when Wales are their Group B opponents in France later this month, but the Real Madrid forward is holidaying in Ibiza.
Meanwhile, Portugal hand a start to former Chelsea defender Ricardo Carvalho while former Manchester United winger Nani is also in the starting line-up.
