The Arsenal midfielder missed the matches against Italy and Uruguay with knee ligament damage after injuring himself in the warm-up match against Ecuador.
England boss Roy Hodgson did not name a replacement for the 20-year-old, instead hoping to have him ready for the time England were in the knockout stages.
The manager confirmed that Oxlade-Chamberlain will play no part on Tuesday evening.
"It was a blow to lose Oxlade-Chamberlain," said Hodgson. "We've been fortunate to go through the tournament and the preparation with so few injuries.
"On Sunday morning he had a slight recurrence of the knee problem and will now be out."
Left back Leighton Baines will not play either, because of a hamstring injury.
Hodgson will make a number of changes with Luke Shaw, Jack Wilshere and Ross Barkley set to start, while skipper Steven Gerrard will be rested. Frank Lampard is expected to come in and captain the side in what could be his last international.
Hodgson added: "The hamstring injury to Leighton Baines has ruled him out, too. We lost a couple of players before we came who would have been serious contenders to be with us.
"But Alex was very good in the friendly against Ecuador and we thought we had a player who could make an impact."
The injury is not thought to be serious enough to rule Oxlade-Chamberlain out of Arsenal's pre-season training.
