Sturrock, who resigned as manager of Dundee United earlier this season, replaces Kevin Hodges, dismissed by Plymouth a month ago.
"He was a unanimous choice by the board," McCauley said. "He will bring long-term stability to the club, and we were impressed by the fact that he wanted to develop the youth policy of the club, which he did so well at St Johnstone."
Sturrock said: "I realise Plymouth are not in a very good position at the moment. But I arrive here with a blank sheet. Everyone on the playing staff will be given a chance. We hope to build on that."
Craig Brown is to watch the uncapped duo Andy McLaren of Kilmarnock and Hibernian's John O'Neil before naming the Scotland squad to face Australia next month. The coach is expected to experiment in the friendly at Hampden on 15 November, and the two players have been outstanding in the Scottish Premier League this season. O'Neil, a midfielder, has been instrumental in launching Hibs' title challenge, while the striker McLaren tormented the Rangers defence in his side's 3-0 Ibrox victory on Saturday.
Brown said: "I've seen Kilmarnock a few times this season but not as much of Hibs, so I'll be looking at John O'Neil as well as Andy McLaren."
A contract dispute is preventing Darren Jackson featuring in Hearts' first-team. The former Celtic striker has a clause in his contract stating that if he plays 15 games this season he automatically qualifies for a one-year extension. He has played 14, but Hearts have made it clear they will not pick the 34-year-old forward until he drops the clause.
The Tynecastle manager, Jim Jefferies, said: "At the moment the club is not in a position to commit to the final year. I have spoken to Darren in the hope that he could speak to his agent and perhaps come to an agreement where the clause is waived, but it is really up to him. He trains with us and will be with the squad preparing for the Celtic match."
