The managerless Canaries have been impressed with Cowley and his brother Nick, who is assistant at Sincil Bank, although it is understood the Imps to the Sky Bet Championship is thought to be too soon this time..
The brothers guided Lincoln back into the EFL following the Imps' National League title triumph last month.
The Cowleys also took the club to the FA Cup quarter finals, becoming the first non-League side to reach that stage in 103 years, losing to Arsenal 5-0.
The pair signed new deals until 2021 in January but their compensation clause is not believed to be huge.
Grimsby and Nottingham Forest have previously been interested in the brothers, who have shone in their first season in full-time management, which also included an FA Trophy semi-final defeat to York.
They had previously combined their jobs at former club Braintree with their work as PE teachers.
Braintree finished third in the National League in 2015-16, losing to Grimsby in the play-offs, despite having one of the division's smallest budgets.
At Concord Rangers the Cowleys also won three promotions - taking them to the National League South - in eight years.
Norwich sporting director Stuart Webber is hunting for a new boss after Alex Neil was sacked in March and Alan Irvine took over until the end of the season.
Webber, who joined from Huddersfield last month, wants to appoint a manager by the end of May after the Canaries finished eighth in the Sky Bet Championship.
