"You don't need to be brilliant to pick up points in Division One, but basic errors always prove costly," Burley said after his goalkeeper, Lee Grant, had rushed off his line.
Another moment of slackness in Derby's defence made Burley's point - Youl Mawene gifted Ipswich an own goal.
Sheffield United slipped to fourth when they lost 3-2 at Burnley, Robbie Blake scoring twice for the Clarets. The Blades' midfielder Michael Brown was sent off. Nicky Forster also scored twice as Reading won 2-0 at Wigan to move up to fifth. But Peter Thorne went one better, scoring a hat-trick against his former club Stoke as Cardiff won 3-2 at the Potters to go seventh.
At the bottom, Bryan Robson's Bradford City lost 1-0 at Walsall but stay three points ahead of bottom-of-the-table Wimbledon, who lost 2-1 to Rotherham, the Millers' first away win of the season.
Crystal Palace had player-manager Kit Symons sent off in the 4-1 defeat Preston. "I've had a bad day at the office, getting an own goal on Wednesday and being sent off today," Symons said. "I think I'll stick to being a manager."
Crewe and Gillingham drew 1-1, as did Watford and Nottingham Forest.
