The England striker has not played for almost two months with an ankle injury sustained in the quarter-final first leg, but Mauricio Pochettino has decided to bring him straight back into the team. Kane returned to full training recently and last week declared himself fully fit for the final.
The decision means that Lucas Moura, the hat-trick hero of Amsterdam, will start on the bench.
Harry Winks will also start in midfield, having recovered from hip surgery late last month. He has not played since the 1-0 win over City on 9 April but he has been in training for two weeks and is no longer feeling any discomfort.
Jurgen Klopp has selected the expected Liverpool team, with Georginio Wijnaldum getting a midfield berth ahead of James Milner, and Roberto Firmino recovering from injury to start alongside Mohamed Salah and Sadio Mane.
Alex Oxlade-Chamberlain has made the Liverpool bench, having been ruled out for most of the season with a knee injury.
