The Brazilian, who had an unsuccessful loan spell with Arsenal, has been linked with a move away from Serie A with Manchester City and West Ham United reportedly interested in securing his services.
However, the player's agent, Herminio Menendez, told asromanews: "Julio will not return to England. I can exclude this."
Baptista has also been linked with a move to Internazionale after falling out of favour with Roma boss Luciano Spalletti, with David Suazo thought to be offered in exchange.
Menendez did not deny that the 27-year-old could be set for a switch to the San Siro, adding: "I don't know if this will happen, we shall see.
"For the time being I rule out a permanent transfer for Julio."
Meanwhile, Internazionale striker Samuel Eto'o has promised to repay the faith shown in him by manager Jose Mourinho.
The Cameroon international arrived at the San Siro earlier n the summer, as part of the deal which took Zlatan Ibrahimovic to Barcelona.
And he took little time to his make his mark in Serie A, netting from the penalty spot on his debut.
The Nerazzurri could only draw 1-1 with newly-promoted Bari, as Eto'o missed a host of chances to put the game to bed, but the striker believes that good times lie ahead for the champions.
"My first adventure at the Meazza stadium has gone really well, better than I expected," he said.
"I haven't trained with the team that much but I think it has gone well.
"I take the opportunity to thank the fans for the trust they have placed in me and I am certain that in the next few games I will repay them."
