The England international came on at the weekend in the 3-0 win over Burnley.
Aaron Ramsey is ready to start though and takes his place in midfield alongside Mikel Arteta and Alex Oxlade-Chamberlain.
Alexis Sanchez, who is in a hot-streak of form, forms part of an attacking trio featuring Santi Cazorla and Danny Welbeck.
Calumn Chambers plays alongside Per Mertesacker with Nacho Monreal and Kieran Gibbs in the full-back positions.
Walcott is joined on the bench by Thomas Rosicky, Mathieu Flamini and Yaya Sanogo. Also ready to come on will be Lukas Podolski, who did so in the away game against Anderlecht and scored the winner with a late strike.
Anderlecht's team bus was stuck in traffic on route to the Emirates Stadium and the players arrived less than an hour before kick-off.
The Belgian side included three changes from the team that drew 1-1 with Lokeren in the Pro League last weekend.
Cyriac scored a last-minute equaliser in that game and the striker was rewarded with a starting spot ahead of Aleksandar Mitrovic while Ibrahima Conte and Sacha Kljestan came in for Michael Heylen and the injured Steven Defour.
