The Uruguay international gave the French champions the lead with a superb headed goal after only 42 seconds at the Parc des Princes but went on to blow a number of chances, including an open goal after he had already rounded Arsenal stand-in goalkeeper David Ospina.
Cavani has been promoted to PSG’s main striker after the departure of Zlatan Ibrahimovic, but his profligacy in the final third proved costly for the Parisians when Alexis Sanchez equalised in the 77th minute.
PSG could have won it with the last touch of the game but defender Marquinhos’ header went inches wide and Hartson believes Arsenal should thanking Cavani, and not Sanchez for the point.
"The man Arsenal have to thank on the night was Cavani," Hartson told BT Sport.
"On another night, he gets a hat-trick. He leads the line very well, he makes good runs.
"For the amount of good chances he gets, he normally needs three chances to score a goal. If he was a natural, more comfortable in front of goal, I think he’d be one of the best strikers in the world.
"He's not composed. He's a top centre forward around the world but if he was a more natural goalscorer it would put millions on his head."
Cavani has consistently been linked with a move to Arsenal in recent seasons after being forced to play second fiddle to Manchester United’s new talisman Ibrahimovic, but with two goals in his opening four games he is looking to take his chance as PSG’s main man.
