The WBC and WBA welterweight champion, 37, has for years been linked with fighting the Filipino and recently held discussions after meeting at a basketball game.
Although Pacquiao's promoter, Bob Arum, recently said that two 'major issues had been resolved' the two fighters are yet to agree terms to meet in the ring. The proposed fight would take place on 2 May in Las Vegas.
"I haven't signed yet and he hasn't signed yet," said Mayweather. "It's just been speculations and rumours. But I'm hopeful we can make the fight happen."
The two boxing greats, Mayweather, 37, and Pacquiao, 36, should have fought in 2009, but talks broke down because of numerous factors, including Pacquiao's refusal to take Olympic-style drug tests in the build up to the contest.
It has been reported that the big stumbling block is the broadcasting rights, as both fighters have contracts with rival networks - Pacquiao with HBO, while Mayweather is on Showtime.
Mayweather (47-0) has just two fights left of his six-fight deal with Showtime, and has said that he plans to retire at the end of this year. He traditionally fights in the months of May and September.
