Parliamentarians from 25 countries urged China to start 'unconditional dialogue' with the Dalai Lama to restore freedom to Tibet, Tim McGirk reports from New Delhi. Lord Ennals, a member of Britain's all- party parliamentary group on Tibet, told China that the longer it delayed talking to the Dalai Lama 'the more likely it will be that Tibetans demand complete independence'.
