Isiah Hayes, 19, and 22-year-old Daireus Ice are accused of making one of the videos in October 2016, at the mother's Memphis home.
Then 17, Mr Hayes can allegedly been seen seen exposing and touching himself with the child, who was nude from the waist down, according to the Shelby County District Attorney's office, which charged the pair rape and sexual exploitation.
Prosecutors said Ice filmed the video.
Investigators told the Fox13 news channel that the child's mother was able to identify Mr Hayes through Facebook and turned the information over to police. The relationship between the pair is unclear.
The teenager was arrested on 13 February and reportedly admitted to the sexual assault.
Mr Hayes’ older brother, who asked not to be named, apologised on his his sibling's behalf and said the family were heartbroken by the arrests.
“Us as a family, we apologise,” he told local TV station WREG. “I know that the child may not remember but it’s something a mother is going to have to hold on to forever. Like, knowing that your child was exposed to something like that. You trusted your child with someone, and you have to deal with seeing this on your own.”
