A European Community spokeswoman said the dead man, Jan Feinberg, was a lawyer for a consulting firm that advises the EC on aid grants for Gaza housing and other needs. The radical Palestinian Red Eagle guerrilla group claimed responsibility for the attack. Israeli troops shot and wounded 17 Arabs in clashes yesterday in the Gaza Strip, Palestinian sources said.
