Mr Major could probably retain Britain's 'non-negotiable' EC rebate provided he gave a bit more on the EC's overall budget, Sir Leon said on BBC television's On the Record, while concessions on the siting of the planned European central bank 'would help in securing Britain's objectives in all other respects'.
