LONDON - A deal at Edinburgh is 'not easy but not impossible', Sir Leon Brittan, Vice-President of the Commission, said yesterday as he pointed up areas of compromise that could allow John Major a badly needed summit success, writes Nicholas Timmins.

Mr Major could probably retain Britain's 'non-negotiable' EC rebate provided he gave a bit more on the EC's overall budget, Sir Leon said on BBC television's On the Record, while concessions on the siting of the planned European central bank 'would help in securing Britain's objectives in all other respects'.
