Romanian President Ion Iliescu said yesterday he was against foreign military intervention in Bosnia and wanted a phased implementation of the UN-backed peace plan, Reuter reports.

'The only alternative to the (Vance-Owen) plan is military intervention, which we feel will complicate the situation,' he said after talks with Yugolsav leaders in Belgrade.
