Humanitarian assistance: We will continue providing humanitarian assistance to the people of Bosnia.
Sanctions: The economic sanctions imposed by the UN against Serbia and Montenegro must be rigorously enforced until the necessary conditions, including the withdrawal of Bosnian Serb troops from territories occupied by force, are met for lifting the sanctions.
Sealing borders: We note the pledge of the Belgrade authorities to close the border with Bosnia, to put pressure on the Bosnian Serbs to accept the peace plan. We are watching to see if the border closure is effective. We can assist, for instance by placing monitors on the borders.
Safe areas: The concept of 'safe areas' in Bosnia could make a valuable contribution. The UK, France and other nations already have troops serving with UN forces in 'safe areas'. The Russian Federation is considering making forces available in Bosnia. The US is prepared to help protect UN forces in the event they are attacked.
No-fly zone: The no-fly zone should continue in Bosnia.
War crimes tribunal: We support its rapid establishment.
Durable peace: Negotiated settlement in Bosnia, building on the Vance-Owen process and international co-operation, is the way a durable peace can be established.
Central Bosnia: We are deeply concerned about fighting between Bosnian Croat and Bosnian government forces and the related 'ethnic cleansing'. Croatia should (be told) that assistance to Bosnian Croat forces engaged in these activities could result in sanctions on Croatia.
Containment: We will co-operate closely to contain the conflict.
Former Yugoslav Republic of Macedonia: It is essential that everyone in the region understands that aggression against Macedonia would have grave consequences.
Kosovo: We favour an increase in the international monitoring presence in Kosovo. International standards of human rights should be strictly respected in Kosovo, although we do not support declarations of independence there.
Croatia: The same considerations apply to the Serb-populated areas of Croatia.
Further measures: We will keep open options for new and tougher measures.
