The White House Communications Director, Mark Gearan, said the torn-up notes, found in Foster's briefcase, were now in the hands of authorities trying to learn what led to the death of the deputy counsel, a close friend and adviser to President Bill Clinton, in a park overlooking the Potomac river on 20 July. The notes, which were undated, related to Foster's 'state of mind concerning his job'. Mr Gearan declined to elaborate further.
