DAMASCUS - The US Secretary of State, Warren Christopher, held four hours of talks with the Syrian President Hafez al-Assad yesterday, carrying an Israeli peace offer for a phased withdrawal from the Golan Heights. Israeli radio said the plan included a proposal to return three Druze villages to Syria as a first step in restarting peace talks. But Syrian radio said Damascus would reject any plan that did not involve total Israeli withdrawal. AFP
