WASHINGTON - President Bill Clinton nominated Stephen Breyer, a federal appeals court judge in Massachusetts, to the US Supreme Court on Friday evening. If confirmed by the Senate - almost a foregone conclusion, judging from Republican and Democratic applause for the nomination - Judge Breyer, 55, would succeed Justice Harry Blackmun, who is retiring from the court.
Judge Breyer is married to the former Joanna Hare, British-born daughter of Lord Blakenham, a former Cabinet minister. She is a prominent Boston psychologist. Reuter
