The judge ordered that the role of Jagdish Tytler, a senior member of the ruling Congress party, should be examined again even though two previous federal inquiries cleared him.
According to the Press Trust of India, Mr Tytler is accused of inciting a mob that murdered three men who had taken shelter at a Sikh temple.
