Mr Giuliani was on the team that helped Mr Trump prepare for his first debate with Democratic challenger Joe Biden.
Martha MacCallum, the Fox News personality that was interviewing Mr Giuliani, noted the cough.
"I hope that cough is not anything bad. You're waiting for your test to come back," she said.
At the time of the interview, Mr Giuliani was still awaiting his Covid-19 test results.
"I hope so too. I'll let you know tomorrow," he said.
A few hours later he announced on Twitter that his first test was negative. He is presumably still waiting for the result of his second test.
"Well, again I'm lucky because I just got back a NEGATIVE result for Covid-19," he wrote. "My prayers go out to my colleagues for a swift and complete recovery!"
Mr Giuliani makes frequent appearances on Fox News. His Monday appearance was a spin session where he tried to paint the Bide campaign as cowardly for wanting to postpone or cancel the upcoming presidential debates unless doctors signed off on their safety.
"If the scientists say that it's safe and the distances are safe, then I think that's fine," Mr Biden said. "I'll do whatever the experts say is the appropriate thing to do."
Mr Giuliani went on to criticise Mr Biden for wearing a face mask.
“It isn’t science to be wearing that mask, Joe, when you are giving a speech and people are 30-40 feet away from you,” Mr Giuliani said. “The only thing you can infect is the teleprompter that’s near you. So, I see through you. That’s a political statement to scare people, wearing that mask. You do not need that mask when you are standing at a podium.”
Ms MacCallum pushed back by suggesting that Mr Biden's mask use has kept him free from the coronavirus, whereas Mr Trump - long an opponent of frequent mask use - was hospitalised from the virus.
