Police in Santa Monica want to find Leona Dawn Perryman, who was last seen shortly before midnight on December 18.
She arrived in the US in October with Paul Atkinson, 45, who reported her missing and then himself disappeared.
Police arrested Atkinson on Wednesday, calling him a "person of interest".
Sergeant Robert Hernandez said Atkinson was found at a restaurant in suburban Los Angeles.
Officers acting on a tip arrested him on suspicion of possessing a concealed weapon, but police would not disclose what type.
Atkinson remains in jail.
