Jessica Briones had carried her unconscious daughter into a San Antonio police station. She was rushed to hospital and doctor's found severe brain swelling from a trauma.
The mother said she accidentally slammed her daughter's arm in a door.
She also told police the girl fell often and hit her head on the ground four days before she brought her to the police station. Ms Briones said the girl had been vomiting for days as well.
Ms Briones said she did not take her daughter directly to the hospital earlier because she could not find her mobile and was allegedly low on mobile minutes.
Federal Communications Commission (FCC) rules actually prevent mobile service providers from blocking emergency calls regardless of the status of the user's account.
The girl succumbed to her injuries - which also included swollen limbs, a deflated lung, and deep cuts on the inside of her mouth - the next day.
An autopsy is being conducted to determine a definitive cause of death.
