Police say a porn actor accused of videotaping a gruesome murder before posting it onto the internet will be charged with threatening Canada's prime minister after mailing a severed foot to his Conservative party headquarters.

Montreal Police Commander Ian Lafreniere said that because the package was addressed to prime minister Stephen Harper's party office they can lay an additional charge against Luka Rocco Magnotta, 29.

Magnotta is also wanted for first-degree murder, defiling a corpse and using the mail system for delivering "obscene, indecent, immoral or scurrilous" material.

Mr Lafreniere says investigators still believe Magnotta is in France.

Police say he fled to Europe on May 26 based on evidence they found at his apartment. The victim in the case has been identified as Chinese university student Jun Lin, 33.
