Randy Fowler said the former Hollywood star, born Kevin Fowler, distanced himself from his brother, lied about his upbringing and created a “fake life” to the public eye.
“Kevin should have been honest about who he is,” Mr Fowler told The Sun.
“Coming out after being accused of assaulting a 14-year-old is an insult to the entire gay and lesbian community.”
Spacey was dropped by Netflix and his publicist team after facing multiple accusations of sexual abuse, including from actor Anthony Rapp, who said Spacey assaulted him when he was 14.
His brother told the newspaper that Spacey had a “twisted” nature.
He also spoke about how the brothers suffered from abuse at the hands of their father, who allegedly raped Randy Fowler and beat him from the age of 14. Fowler is now writing a book about his life.
“Kevin turned to acting as a little kid. He ditched the name Fowler and created the character of Kevin Spacey to mask a monster. It helped him hide from his demons,” said his brother, who lives in Idaho.
He added: “His fans love the sinister characters he plays, but he’s not acting, that’s really him. He hid behind his acting career to maintain a secret sordid life and in reality he was a monster.”
Spacey has recently faced allegations of abuse from actor Harry Dreyfuss when he was artistic director at the Old Vic in London, as well as multiple members of the House of Cards crew.
He was also accused of flashing a British bartender outside a hotel and offering him his expensive watch to silence him.
Netflix is reportedly considering killing off Spacey’s character in House of Cards after suspending the show's production and a biopic of Gore Vidal featuring Spacey has also been pulled.
Representatives for Spacey have said: "Kevin Spacey is taking the time necessary to seek evaluation and treatment. No other information is available at this time."
