Mr Giuliani, who had a failed run for the presidency in 2008, acknowledged his campaign was deeply flawed. He has five public appearances scheduled during a two-day visit to New Hampshire, where the first primaries will be held, leading to speculation he will give it another try.
Mr Giuliani backed away from an aide's recent comment that he would decide "very soon" whether to join the presidential field. He ruled out any decision before the end of July and said his timeline was late August or early September. He argued that he still had the drive to extend his political career.
