The incident in Mankato, Minnesota was caught on camera by Chad Cheddar Mock, who was driving behind.
In the video, the two-year-old girl can be seen landing on the street after the back car door opened as her mother turned a corner.
Mock immediately stops his car and gets out to assist the child, as the car she was in drives away – despite Mock waving to get the car’s attention.
The dash cam video also shows other people stop their cars and walk over to help the child.
According to Mock, who shared the video on Facebook, the child’s parents returned and paramedics and police who were called to the scene found her unharmed.
“If it didn’t happen in front of me I’d never have believed it…” he wrote on Facebook. “Very lucky.”
In a statement, the city of Mankato Police said the child was “properly fastened inside the safety seat, however, the child safety seat was not fastened to the vehicle seat.”
Following the incident, police have requested the mother be charged with child endangerment and not fastening a child restraint system.
In Minnesota, the law states that all children under age eight must ride in a federally approved car seat or booster seat, unless the child is 4’9” or taller and the driver is responsible.
