Alexander Hillel Treisman was indicted last month following the search of an abandoned van in which police allegedly saw an AR-15 style rifle, a handgun, ammunition and explosive material, documents said.
An officer with the US Marshal’s Service alleged that Mr Treisman had a history of internet searches seeking information about Mr Biden’s home address, state gun laws, rifle parts and night vision goggles on his electronic devices.
The officer also said he had posted a meme in April with the caption “should I kill joe biden?”.
Mr Treisman allegedly travelled to a fast-food restaurant within four miles (six kilometers) of Mr Biden’s home, wrote a checklist note ending with the word “execute” and had a note on his phone that described a plan for a mass shooting at a mall food court on Christmas or Black Friday, according to the federal documents.
The Secret Service did not immediately respond to a request for comment by the Associated Press on Thursday.
An FBI special agent testified that workers at a Kannapolis bank branch reported the van in the parking lot. Mr Treisman was reportedly taken into custody after he had gone to the bank and asked about the vehicle.
The agent said a search of the vehicle which revealed approximately $509,000 in cash; books on survival, bomb making, improvised weapons and Islam, drawings of swastikas, and planes crashing into buildings.
A warrant showed a substantial amount of child pornography content on three laptops, three hard drives, an additional phone and a flash drive, on which Mr Treisman was indicted, authorities said.
The other information was included in documents from a detention hearing for Mr Treisman after which a judge ordered him to remain in custody.
In a statement, Kannapolis police said Treisman's address was listed in Seattle, NBC News reported.
A lawyer for the man couldn’t immediately be located by the AP.
