An Australian ship carrying industrial waste was ordered by Michael Howard, the Secretary of State for the Environment, to leave British shores after it docked without permission.

The tanker's 18-tonne cargo included polychlorinated biphenyls (PCBs) - electrical insulators that persist in the environment. Mr Howard said the waste 'will not be allowed into this country for disposal'.

The Maria Laura docked at Felixstowe, Suffolk, after trying unsuccessfully to unload its waste in France. It is expected to leave today, after unloading other non-toxic cargo. The Department of the Environment said it understood the tanker was headed for Cape Town.
