For the third time in a row the 32-year-old Moss, who returned from a self-imposed exile in America to face questioning by detectives over her alleged cocaine use, tops Glamour magazine's style list, to be published on Thursday.
"I admire and envy Kate's originality," said Glamour's editor Jo Elvin. "I would love an ounce of the confidence she has to experiment and fuse lots of different fashion ideas and never get it wrong."
The actress Sienna Miller came second to Moss, followed by Victoria Beckham, Nicole Richie (the highest climber, up 33 places) and Halle Berry.
Jodie Marsh beat her tabloid rival Jordan, Paris Hilton and Britney Spears to secure the worst-dressed person award. Jordan and Peter Andre were the world's least stylish couple, the magazine said. The Beckhams were the most stylish.
The accolade confirms Moss's continued cachet within the fashion industry, just four months after she apologised for a public cocaine scandal which lost her contracts with H&M, Chanel and Burberry.
