International efforts to save the ozone layer are being hindered by a blackmarket in ozone-destroying CFCs, according to Dr Michael Harris, a senior manager at ICI Klea, which makes CFC substitutes. Illegal imports of CFCs to Europe - thousands of tons a year - were being sold to small companies unwilling to pay the environmental premium price for substitutes, Dr Harris warned. Substitute chemicals cost about twice as much.
