In a speech to the Work Foundation he will endorse proposals by the Pensions Commission, chaired by Lord Turner of Ecchinswell.
The proposals were for a trade-off, under which people would have to work longer before they received the basic state pension but would then get more generous payments that rose in line with earnings rather than prices.
This will be the first indication of the Government's formal response to the Turner report, which will be in a White Paper expected in May.
