TRAINING: The total of people starting on Youth Training Schemes fell from 407,200 in 1988-89 to 286,600 in the year to last April, while the proportion of all leavers getting a qualification fell from 41 per cent to 35 per cent, Ann Widdecombe, employment minister, disclosed.
