NURSERY EDUCATION: In reply to a petition to the House, Robin Squire, the education minister, said that universal state nursery education was not affordable at present.

MARKET TESTING: The number of staff years, net of savings, spent on market testing in the Health and Safety Executive was 14.5, Michael Forsyth, the minister for employment, said.
