Casey report: Met Police may have more officers like Couzens and Carrick

Britainā€™s biggest police force is institutionally racist, misogynist and homophobic, a damning review has found, and there may be more officers like killer Wayne Couzens and serial rapist David Carrick.

The Metropolitan Police has failed to protect the public from officers who abuse women, organisational changes have put women and children at greater risk and female officers and staff routinely experience sexism, the report said.

There are racist officers and staff and a ā€œdeep-seated homophobiaā€ exists in the organisation, it found.

The review by Baroness Louise Casey, commissioned in the wake of Sarah Everardā€™s murder, is ā€œrigorous, stark and unsparingā€, she said.

Asked if there could be more officers like Couzens and Carrick in the force, she said: ā€œI cannot sufficiently assure you that that is not the case.ā€

Metropolitan Police Commissioner Sir Mark Rowley said he accepts the ā€œdiagnosisā€ of prejudice in the force, but would not use the term institutional because he views it as politicised and ambiguous.

Baroness Casey told the PA news agency that she was disappointed that he would not accept the term, but said she will wait to see what action the force takes in the coming weeks and months.

A spokesman for the Equality and Human Rights Commission said it may consider taking regulatory action against the force in the wake of the report.

Baroness Caseyā€™s finding that the force is institutionally racist echoes that of the Macpherson Inquiry in 1999, which took place after Stephen Lawrenceā€™s murder and the abject failures in how the Met investigated his death.

Since then the force has remained largely white and male, the review found.

The Met was also accused of homophobia over the failure to stop serial killer Stephen Port after he took the life of his first victim and went on to murder three more men, but force bosses denied there was an issue.

Relatives of the victims have called for a public inquiry into the force in the wake of the report.

The sisters of Portā€™s fourth victim Jack Taylor, Donna and Jenny, said: ā€œYou canā€™t put it right and change the culture if you donā€™t know whatā€™s going wrong, why itā€™s going wrong, or fail to fully investigate the root of the problems.

ā€œThat is why there must now be a public inquiry into how and why this force is failing people so badly.ā€

Baroness Casey called for the Met to ā€œchange itselfā€, adding: ā€œIt is not our job as the public to keep ourselves safe from the police. It is the policeā€™s job to keep us safe as the public.

ā€œFar too many Londoners have now lost faith in policing to do that.ā€

She pointed out that Carrick was only caught after one of his victims heard a statement made by Miss Everardā€™s devastated mother and was moved to contact Hertfordshire Police, rather than as a result of any action by the Met.

Her 363-page report, published on Tuesday, found that violence against women and girls has not been taken as seriously as other forms of violence.

It found that there is widespread bullying in the Met, with a fifth of staff with protected characteristics ā€“ for example, race, sexuality or disability ā€“ being victimised.

ā€œFemale officers and staff routinely face sexism and misogyny,ā€ the report said.

ā€œThe Met has not protected its female employees or members of the public from police perpetrators of domestic abuse, nor those who abuse their position for sexual purposes.

ā€œDespite the Met saying violence against women and girls is a priority, it has been treated differently from ā€˜serious violenceā€™.

ā€œIn practice this has meant it has not been taken as seriously in terms of resourcing and prioritisation.ā€

The force has lurched from scandal to scandal in recent years, including Miss Everardā€™s murder by serving officer Couzens and Carrick being unmasked as one of the UKā€™s most prolific sex offenders.

The review painted an alarming picture of how crimes against women and children are investigated.

Officers are relying on ā€œover-stuffed, dilapidated or broken fridges and freezersā€ instead of fast-track forensic services, the report also said.

A lunchbox was found in the same fridge as rape samples which would have contaminated the evidence, the appliances are so full they have to be strapped shut and last summer one fridge containing rape kits broke down ā€“ meaning the kits could not be used as evidence, it said.

It found that the forceā€™s child protection service continues to have ā€œmajor inadequaciesā€ despite a watchdog issuing the most severely critical report in its history on the issue in 2016.

The report added: ā€œThe Metā€™s VAWG (violence against women and girls) strategy rings hollow since its claim to be prioritising serious violence has really not included the crimes that most affect women and girls.

ā€œThose investigating domestic abuse are also under considerable pressures, with unmanageable caseloads and poor support for victims.

ā€œThis has increased disconnection from Londoners.ā€

The review said Londoners had been ā€œput lastā€ with the loss of police commands for each borough, and that the English capital ā€œno longer has a functioning neighbourhood policing serviceā€ in the wake of the changes.

Baroness Casey accused the Met of a ā€œtick boxā€ approach to the slew of negative reports about its performance in recent years, preferring to put the blame on individual bad apples rather than tackling systemic problems.

The report said there is a culture of denial in the force and a ā€œwe know bestā€ attitude.

Problems including austerity, changes in crime and a disciplinary system that makes it ā€œdifficult to get rid of people who corrupt the Metā€™s integrityā€ have ā€œeroded frontline policingā€, Baroness Casey said.

The report concluded there are ā€œsystemic and fundamental problems in how the Met is runā€ and the problem with the force is not its size butĀ ā€œinadequate managementā€.

The Metā€™s processes ā€œdo not effectively root out bad officers, help to tackle mediocre officers or truly support and develop good officersā€, and there are clear signs of high stress among the workforce, the report said.

ā€œIn the absence of vigilance towards those who intend to abuse the office of constable, predatory and unacceptable behaviour has been allowed to flourish.

ā€œThere are too many places for people to hide. The integrity of the organisation remains vulnerable to threat.ā€

The report called for a ā€œcomplete overhaulā€ of the Met and a ā€œnew approach to restore public trust and confidenceā€.

The review made 16 recommendations and said the changes need to be made by the Met, the Mayorā€™s Office for Policing and Crime and the Home Office to ā€œcreate a radically improved new London Metropolitan Police Serviceā€.

The reforms are of a ā€œsignificant scaleā€ and ā€œon a parā€ with the ā€œtransformation of the Royal Ulster Constabulary to the Police Service of Northern Irelandā€ at the end of the last century.

If the force does not reform, it could face being broken up in future, Baroness Casey said.
