Police were called to the scene on an unclassified road in Aberdaron just before 8.40am on Sunday, according to reports.
The child was named as Teal Amelia David, who came from the Oxon area in Shropshire.
Police are appealing for witnesses to the incident which involved a red tractor.
A North Wales Police spokeswoman said: "Anyone with information relating to the incident is asked to call the roads policing unit on 101 quoting reference S093701."
