Northumbria Police said a 52-year-old man was pronounced dead at South Tyneside Hospital after the collision in Whiteleas Way, South Shields, at 10.30pm yesterday.
Two police officers - the driver of the vehicle and a front-seat passenger - were taken to hospital but their injuries are not thought to be serious.
The force has notified the Independent Police Complaints Commission (IPCC) of the incident.
A police spokesman said this was "normal protocol" because a police vehicle was involved.
Officers have cordoned off the area while they carry out inquiries.
The Northumbria Police spokesman added: "Officers are in the process of informing the deceased's next of kin.
"No details of his identity will be released at this time."
