The baby girl, named April by the hospital now caring for her, was found on Thursday night at Silcock's Funland in Southport.
Staff called police after discovering the child in the disabled toilets, where the woman is believed to have given birth unaided.
A spokesperson for Merseyside Police said they were concerned for the welfare of the mother and were not seeking to prosecute as they launched a public appeal to find her.
Detective Inspector Mike Dalton said: “Our primary concern is for the health of the girl's mother. She is not in any trouble.
"I would urge April's mother to urgently come forward or at least seek treatment, as she could suffer medical complications which are potentially very dangerous."
In a message addressed to the woman, he added: “You are not in trouble, we need to get you back together with your daughter.”
The baby is being cared for at Ormskirk Hospital, where she is said to be “safe and well” at a healthy 6lb 9oz.
Her mother was located by police on Friday afternoon and is receiving medical treatment.
