More than 15 million people own bicycles - but only 3.6 million cycle at least once a week and only 1.1 million ride to work.
However, 42 per cent of one- time cyclists in the South might resume cycling if there were better facilities. The figure was 36 per cent for the Midlands, Wales and East Anglia.
Government figures show 75 per cent of all car journeys are no more than five miles, and a third are less than a mile, the report says.
The survey, based on interviews with 1,000 adults, was commissioned for National Bike Week, from 13 to 19 June.
