Tearaway children target of 'baby asbos'

Problem children are to be targeted under new powers being drawn up by Downing Street to tame the yob culture. A Bill, which could include asbos for children under the age of 10, will contain measures to clamp down on tearaway children and "nightmare neighbour" households.

The baby anti-social behaviour orders, or basbos, would impose restrictions on the behaviour of out-of-control children. Neighbours from hell could be moved to secure gated communities monitored by CCTV cameras and wardens, where they would face curfews and be stopped from terrorising communities.

The proposals, expected to be published by the end of the year, are designed to enforce the Government's Respect agenda and crack down on binge drinking and yobbish behaviour. Parents who fail to control their children or ensure they turn up to school could be forced to carry out work in the community.

The bbasbos would impose lighter penalties than the current asbos, which have already been applied to 10-year-olds.
