John Gummer, the Secretary of State for the Environment, said in a White Paper on sustainable waste management that he wants a compost bin in 40 per cent of homes with gardens, a reduction in the proportion of total wastes dumped in landfill sites from 70 to 60 per cent and a recycling bank within a short distance of 80 per cent of homes by 2000.
