OFFICIALS in Moscow said 13 more people died of exposure in the city as temperatures fell below zero for the first time this winter. The death-toll from the sudden cold snap has reached 30, and exposure and frostbite have landed 176 more people in hospitals.

Before the temperature plunged the city had unusually warm weather in late October. Health officials say most of the victims were homeless or had passed out from drink.
