WEALTHY RESIDENTS of the Gulf states usually flee the summer heat at home for cooler weather in Europe. But in a sign of falling incomes caused by last year's low oil prices, they are beginning to holiday closer to home.

Dubai, which is more tolerant of alcohol than the other states and promotes itself as a year-round tourist destination, has benefited most and is crowded with holidaymakers.
