The High School Musical actress, 27, shared a picture on her Instagram feed of the heart after a trip with her boyfriend Austin Butler to Sedona. The picture showed their names within the heart and was shared with the hashtag #sedonadreams.
The media attention brought to the image alerted the Coconino National Forest, which looks after land around Sedona.
Damaging a natural feature can result in a six-month jail sentence and a maximum (£3,500) fine.
Forest Service officials said Hudgens “was cooperative in providing the specific location” of the carving.
The Independent has contacted representatives for Hudgens for comment.
