Uruguay's ambassador to the Court of St James's since 1987. he A former journalist, he was known as a spokesman for the rights and freedoms of the Uruguayan press. Co- director of the weekly Correo de los Viernes (1981-85); former co- editor of Montevideo's daily newspaper El Dia. Served as President of Uruguay's National Association of Broadcasters and as President of the Commission on Human Rights of Uruguay.
