Even if England win their remaining games they cannot be sure of qualifying.
The Norwegians dominated, and won the game with goals either side of half-time from Oyvind Leonhardsen and Lars Bohinen. 'I am shocked by that kind of performance,' the England manager, Graham Taylor said.
In Aberdeen, Scotland beat Estonia 3-1 in their qualifying game.
